Green Capella University PSF5410/Strategic Management and Planning Dr. Joan Vermillion August 19, 2012 Analyze what strategic planning is and why it is so important to public organizations. Strategic planning is an organizations process of defining its strategy, or direction, and making decisions on allocating its resources to pursue this strategy (Armstrong, 1986). In order to determine the direction of the organization, it is necessary to understand its current position and the possible avenues through which it can pursue a particular course of action. The Department of Juvenile Justice (DJJ) has to ensure that the following essential areas of its operations perform as expected for the agency to carry out its mission. These key success factors represent a simple concept which helps focus attention on major concerns within DJJ. The following success factors are an integral part of DJJ’s strategic plan: †¢ Comprehensive continuum of cost-effective, quality programs: to accomplish this, DJJ must have the capability to assess customer/client needs, have mechanisms to measure the cost and effectiveness of programs and services, access to a variety of placement programs and services and sufficient funding to support the expansion of appropriate treatment programs. †¢ Appropriate facilities for youth and staff: The Department of Juvenile Justice (DJJ) must have the appropriate types of facilities with adequate capacity t support its programs and operations. The facilities must be safe and secure and have sufficient capacity to meet current needs. †¢ Comprehensive policies and procedures: DJJ must continue to enhance and enforce a comprehensive set of policies and procedures to ensure services and operations are conducted in an efficient, effective and controlled manner.
